- strengthen cross-border institutional capacity and actively support comprehensive, ongoing and adaptive cross-border governance mechanisms,
- promote collaboration focused on turning water quality problems into opportunities – e.g. trade in wastewater products,
- link freshwater and coastal water quality objectives. nature and extent of cross-border water quality issues, including the impact of population growth, land-use change, and climate change on water quality. framing problems and options, must complement the top down approach.
